Further information on ULPA

Coal LSL hosted a webinar to help employers understand the Unpaid Levy Payment Arrangement (ULPA) introduced by the Coal Mining Industry (Long Service Leave) Legislation Amendment Act 2026 (the Act).

The session provided information for employers of eligible employees who may have historical levy obligations and included an overview of the ULPA process before the 2-month Notice of Intention period opens on 1 September 2026.

The webinar covered:

  • the Coal LSL scheme

  • the changes introduced by the Act

  • the ULPA process and key timeframes

  • what to consider before lodging a Notice of Intention

  • where to find guidance and support.

Draft ULPA form

The draft ULPA form will be available to download from 1 September 2026.

ULPA data is submitted through the approved ULPA form and supporting documentation, including audit material, as specified by Coal LSL.

The draft ULPA form must be submitted within 6 months of lodging the Notice of Intention. The purpose of the draft ULPA form is to provide Coal LSL an opportunity to consult with employers and provide feedback before the final ULPA is lodged.

Guidance Notes

Coal LSL has developed three Guidance Notes to help employers and employees understand key aspects of the Amendment Act and the ULPA process. These Guidance Notes provide practical guidance only and do not constitute legal advice or determine legal rights or obligations.
